Job Purpose
The Disaster Risk Reduction (DRR) Officer will play a pivotal role in enhancing the resilience of target communities in Cabo Delgado Province, Mozambique, to natural and man-made disasters. The officer will be responsible for planning, implementing, and monitoring comprehensive disaster risk reduction activities. This includes working closely with local authorities, community leaders, and various stakeholders to develop and execute strategies that reduce vulnerability and improve preparedness. The DRR Officer is crucial in building community awareness, capacity, and readiness for potential disaster risks, ensuring that communities are better equipped to respond and recover.
Key Responsibilities
Program Planning and Implementation
Develop and implement comprehensive DRR strategies and action plans in collaboration with the program team, ensuring alignment with the organization’s goals and objectives;
conduct detailed community risk assessments and vulnerability analyses to identify key hazards, such as floods, cyclones, and droughts, and assess the specific needs of vulnerable populations;
Facilitate the creation and execution of community-based disaster risk reduction plans, involving local stakeholders in the planning process to ensure community ownership and sustainability;
Organize and conduct training sessions and workshops for community members on DRR concepts, early warning systems, emergency response techniques, and preparedness measures, tailoring the content to the local context and language.
Coordination and Networking
Act as a liaison between Johanniter, local government agencies, international NGOs, and other stakeholders involved in disaster management, fostering strong partnerships and collaboration;
Establish and maintain effective communication channels with community leaders, traditional authorities, and key stakeholders to ensure coordinated and inclusive DRR efforts;
represent Johanniter in local, regional, and national coordination meetings, forums, and clusters related to disaster risk reduction, advocating for community needs and sharing insights from field experiences.
Monitoring and Evaluation
Develop robust monitoring and evaluation frameworks and tools to track the progress, effectiveness, and impact of DRR activities, ensuring data-driven decision-making and accountability;
conduct regular field visits to monitor the implementation of DRR interventions, provide technical support and guidance, and address any challenges or gaps identified;
Prepare and submit detailed and timely reports on project activities, outcomes, and challenges to the management team and donors, ensuring transparency and continuous improvement.
Capacity Building
Build the capacity of local communities, government authorities, and partners in disaster risk reduction and management through targeted training and technical assistance;
Develop and disseminate training materials, manuals, and guidelines tailored to the local context, promoting best practices in DRR and emergency preparedness;
Mentor and support local leaders and volunteers in enhancing their skills and knowledge in disaster risk management, fostering a culture of resilience and proactive risk reduction.
Documentation and Reporting
Document best practices, lessons learned, and success stories from DRR interventions, ensuring that these are shared within the organization and with external stakeholders for knowledge sharing and advocacy;
Contribute to the development of project proposals and reports for donors and other stakeholders, providing technical input and contextual analysis to strengthen project design and implementation;
Maintain accurate records and databases related to DRR activities, ensuring data integrity and accessibility for reporting and decision-making.
Qualifications
Bachelor’s degree in Disaster Management, Environmental Science, Social Sciences, or a related field. A Master’s degree is an added advantage;
At least 3-5 years of experience in disaster risk reduction, emergency preparedness, or related fields, preferably in a humanitarian or development context;
Strong knowledge of DRR concepts, frameworks, and practices, with a proven track record in project management and community-based approaches;
Experience working with communities, local governments, NGOs, and other stakeholders in culturally diverse settings;
Excellent communication, interpersonal, and negotiation skills, with the ability to engage and influence a wide range of stakeholders;
Proficiency in Portuguese and English is preferred;
Able to work effectively in a challenging and dynamic environment;
Strong analytical, organizational, and problem-solving skills, with a proactive and flexible approach to work.
