A OIT, com financiamento da Agência Sueca de Desenvolvimento Internacional (Sida), está apoiando seus constituintes tripartites em Moçambique para a criação de emprego produtivo e condições de trabalho decentes para mulheres e homens moçambicanos, particularmente jovens e aqueles que vivem na pobreza. Aplicando uma abordagem de sistemas, o projeto de 5 anos visa promover a criação de mais e melhores empregos nos níveis nacional e setorial, bem como por meio do apoio ao desenvolvimento de capacidades para seus constituintes, a saber, o Governo de Moçambique, Organizações de Empregadores e Organizações de Trabalhadores.


 


Usando uma configuração de projeto adaptável, o projeto busca promover emprego e trabalho decente por meio do trabalho em três áreas principais de resultados, que são mantidas juntas pela abordagem de sistemas para formar um design de projeto coeso:


• Resultado 1 (nacional): O projeto apoiará o governo e os parceiros sociais a elaborar e implementar políticas econômicas e setoriais melhores e mais favoráveis, bem como instituições do mercado de trabalho, com o objetivo de promover o emprego por meio da transformação estrutural em setores-chave da economia.

• Resultado 2 (setorial): Em dois setores selecionados, e com foco geográfico no Centro e Norte de Moçambique, o projeto apoiará os resultados de emprego para jovens mulheres e homens que vivem na pobreza, promovendo empresas sustentáveis para crescer, criar empregos produtivos e decentes.

• Resultado 3 (transversal): Para permitir resultados sustentáveis e duradouros nos níveis nacional e setorial, o projeto capacitará os constituintes tripartites da OIT, bem como as partes interessadas relevantes nos níveis nacional, provincial e local para permitir que promovam o emprego produtivo e o trabalho decente por meio de políticas de emprego e desenvolvimento empresarial em setores-chave.


 


No nível setorial (resultado 2), usando uma abordagem de desenvolvimento de sistemas de mercado, o projeto promoverá um desenvolvimento empresarial sustentável e criação produtiva para mulheres e homens moçambicanos que vivem na pobreza, particularmente nas Províncias do Norte do país, bem como no corredor da Beira. As intervenções consistirão em iniciativas de Desenvolvimento de Sistemas de Mercado (MSD) com foco na criação de empresas sustentáveis, abordando gargalos do sistema e melhorando funções de suporte, por um lado. Por outro lado, as intervenções se concentrarão na melhoria de políticas, regras e regulamentos nos setores de construção sustentável e silvicultura/processamento de madeira.


 


 


Linhas de reporte


 


Under the overall responsibility of the Director of ILO Country Office for Zambia, Malawi and Mozambique, the National Expert on Enterprise Development will report directly and receive guidance from the Chief Technical Adviser (CTA) of the project.


The National Expert on Enterprise Development will work closely with the Market Systems Development (MSD) Expert in the design and implementation of the projects’ outcome 2 interventions.


Description of Duties

1. Support the design and implementation of the interventions, outputs and activities under the project’s outcome 2, “Sustainable enterprises grow, create productive and decent employment, with relevant project partners and under the guidance and in coordination with the MSD Expert


2. Support the project Results Measurement and M&E expert and the project team, in the development of measurement indicators and data collection methods to monitor and make recommendations for continuous improvement.


3. Ensure the delivery of quality technical inputs, including qualitative and quantitative research in line with ILO core conventions on fundamental rights at work.


4. Represent the project/office in technical meetings as assigned by the project CTA.


5. Facilitate training and awareness creation exercises among the policymakers, programme/project managers and other technical staff of ILO’s implementing partners; as well as organize seminars, workshops, training sessions and meetings for the project and for project implementing partners.


6. Assist in developing strategies to mainstream gender and environmental issues in the project, ensuring gender perspectives and environmental considerations are central to all the activities during the implementation phase of the project.


7. Liaise with project partners to increase the project’s visibility and facilitate the scaling-up of the project’s interventions through the production of visibility materials, documentaries, reports/briefs among others.


8. Contribute to the drafting of Implementation Agreements, Service contracts, grant agreements, periodic and ad hoc reports on the status of project planning and implementation and the ILO technical assistance interventions to the constituents in Mozambique.


9. Review and analyse country specific development plans and priorities, socio-economic data, reports and other relevant information related to the project; and contribute creative ideas for programme/project development.


10. Any other relevant duties as requested by the CTA.


Required qualifications

Education

First level university degree in social sciences, development studies or any other relevant field.


Experience

At least three years of professional experience at the national level in the area of enterprise development including programme coordination, project management and/or project implementation of donor funded projects. An added advantage will include demonstrable knowledge in value chain development or market systems development.


Desirable: substantial experience in engaging with ILO’s tripartite constituents and UN partners in Mozambique in the context of project implementation or capacity building exercises.

 


Languages

Excellent command of English and working good knowledge in Portuguese (written and spoken).


Competencies

• Good knowledge of socio- economic development, including labour and employment trends and of the mandate and structure of labour market institutions, in Mozambique

• Good understanding of the local economic context, entrepreneurship and/or value chain and market systems development

• Good analytical skills, and ability to conceptualise, plan, coordinate and conduct activities consistent with the project’s objectives.

• Ability to maintain effective working relationships with key stakeholders.

• Ability to organize trainings and workshops and coordinate project activities and implementation with project partners

• Clear commitment to mainstream gender into project activities.

• Ability to conduct action-oriented research and write analytical technical reports, in English and Portuguese

• Excellent written and verbal communication skills, including the ability to successfully advocate and mobilise action, in English and Portuguese.

• Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required. Ability to work under time pressure, manage multiple tasks and work streams and meet deadlines.

• Proficient in basic computer software (Microsoft Word, Power Point, Excel, web-browsers and database applications, among others).

• Proven ability to take ownership of all responsibilities, to act with integrity and transparency by maintaining social, ethical and organisational norms, and to meet all commitments within the prescribed time, cost and quality standards.
